1. A food-rescue network is introducing collection equipment and developing a dispatch app. Its approved objective is to reduce edible food discarded by participating stores. The equipment lead measures collection capacity; the app lead measures completed trips and requests priority for faster dispatch. Neither measure establishes whether less food is discarded. Open a priority escalation to settle which workstream's existing measure will become the common network target. Clarify the approved outcome with both leads and service partners, then agree its measures. Give faster dispatch priority and use completed trips to align the equipment team's targets.
